I'm being asked for an item to be relisted as I haven't paid for it within 9 hours.
Is that a little unreasonable?
What's the normal payment timeline?

eBay in effect allow buyers to have 8 days before paying as the unpaid cases need 4 days before they can be opened and a further 4 days before they are closed.
However if a buyer hits a BIN listing, there is no reason not to pay immediately.
Many are not on their computers every day so I think the acceptable payment time for a buyer is to pay within 5 days.
Some sellers state in their listings payment is required within 3 days or even 24 hours.
If your seller is asking to pay now (after 9 hours) perhaps send a message explaining that you will pay as soon as you have organised your bank details and it will be within the next 48 hours.
If it's a pick up item, only pay cash on pick up after you see it is as described. Otherwise walk away.

Ebay allow 4 days to pay then the seller can open an UID.
The seller can't relist the same item until the time frame has past for payment which is 4 days and then another 4 days
if the seller had to open a dispute.
If it was a BIN and it requires the buyer to pay immediately then the buyer needs to pay it immediately.
A seller can state whatever time limit they like but it won't stick as ebay allows 4 days.

Was it an auction or a buy it now? If it was an auction, then it is a bit unreasonable as a lot of people place bids and then don't check until the next day if they won or not. If it was a buy it now and you're not planning on buying anything else from that seller, then there is no reason why you shouldn't pay pretty quickly.
That said, it is unreasonable for the seller to demand payment or threaten to relist in such a short space of time. Make sure you pay by PayPal.

Personally, I allow much longer and most sellers do, but that doesn't mean everyone has to.
The following may not apply in full, it depends on what the seller's listing says...
The fact of the matter is, if it was part of the sellers terms, it doesn't matter what you, I, or anyone else find "reasonable". Terms of sale form part of the contract that is agreed to on purchase, and if a buyer doesn't meet the sellers terms, by eBay policy a buyer is ineligible to actually buy the item - and, at the end of the day, you don't need to like or personally agree with a seller's terms in order to respect them enough to comply with them. If a buyer has no intention of complying with a seller's terms, they should not buy (when I refer to a seller's terms, I'm referring specifically to those that don't contravene ebay policy and/or consumer rights - short payment timeframes don't do either, so they are valid)
Yes, a seller can't open an unpaid item case for a certain amount of time, and yes they also take a certain amount of time before they can be closed, but that's not "giving the buyer at least 8 days to pay", that's actually just preventing a seller from officially doing anything about it if a buyer doesn't pay within a certain amount of time, and ebay can (and have) back up the seller if they cancel a purchase if the buyer didn't meet the sellers terms (they won't always, it just depends on individual circumstances).
