If seller can provide proof of post to paypals satisfication, then paypal may make a discretionary payment to buyer..

However, that being said, Paypal have announced a number of changes to their terms and conditions for buyer protection, which seem to hint that this buyer discretionary payment may no longer be made if seller has proved post.

A seller is never advised if a buyer has received a discretionary payment, and I have always assumed Paypal wait it out a little, to see if the seller is going to refund out of their own pocket ( or $$ from Australia Post through compensation ) .

Australia Post hopeless service

I got the cranky PO lady today. I even let some other customers go before me so I could dodge her, but the powers that be decided that today was my day to be served by her.

As with ebay it is only the problems we get to hear about on these boards so it looks as if AP were absolutely hopeless however if the millions of buyers and sellers who sent or received a parcel without any problems whatsoever were to post the complaining ones would be completely lost in a tidal wave of epic proportions.

With the vast areas they cover, the volume of mail and the complexity of services now available I suspect the actual number of problematic deliveries is a rather small percentage.

I agree ... I have sent out over 4000 parcels of varying sizes and value. Only one has gone missing, temporarily, because the buyer provided the wrong postcode. It took about 10 days but it did get there eventually.

As we live out of town I do 99% of birthday and Christmas (for immediate family and other rellies), clothing and other shopping online and have never had a parcel go missing ...

Lucky you.  When you have had several missing parcels, as I have  - then you may sing to a different tune.

When you have had a missing parcel you might get a glimpse of how the AP operates to discourage compensation.  A different attitude comes to the surface from what seem to be very poorly trained HQ AP representatives .

It is horrible and time consuming going through the investigation process if you intend to seek  compensation.  Can't even think of a comparable experience, its just awful, and I bet lots of people give up in the midst of it.

IMO the true test of the level and capability of a businesses customer service comes when things don't go right.
