I bought a dash board camera, it did not work and company refused a relacement, when I tried to post a negative feedback it said my feedback has been blocked because I already put my feedback. So there are smart members of E bay who is maintaining their feedback 100% in this way. Obviously the member is from Hong Kong

When did you try to leave feedback?
A seller can not put a block on feedback, except if an unpaid item dispute has been opened / closed. If the purchase was sent from Hong Kong, I doubt it would have reached you before seven days and there is a block on leaving Power Sellers negs before that. There is also a known glitch during maintenance time (most commonly Friday evenings), where it's impossible to leave feedback and the message that you can't leave it because the transaction can't be found or you already left feedback will appear, but if you try again later it will go through fine.
The only other time you can't leave feedback for a seller is if the listing was removed by eBay, even if you received the item and wanted to leave a positive.

You left negative feedback at 8.44pm.
Maybe you clicked on Leave Feedback again and that's when you got the error message?

Did you check whether the feedback went through before complaining and making assumptions?
It is not unheard of for feedback not to post at the first try...just leave it a few minutes and try again.
If the seller did not want to replace the camera you can open a dispute in paypal and get a refund.

Why obviously? There are plenty of good sellers in HK, many will refund replace, even without returning items.
Hope you opened PP dispute and will get your refund from them. Under these circumstances I would not accept replacement.
