I don't know for sure, but maybe the seller hasn't registered for Managed Payments yet, or something went wrong with the the verification of his ID or bank account...

A couple of reasons I can think of.
1. The seller doesn't post to your address - can happen for PO boxes or remote areas.
2. Do you have 2 or more unpaid item strikes against you in the last 12 months ?

Not sure no. 2 applies Padi - the note says : bla bla bla - search for similar with diff sellers.
More like the prob is with the seller.

Maybe not Dom, but as we know not all sellers have their BBL's in place.

To me - the message seems to be more a problem with the seller than the buyer.
Think you mean buyer preferences - in place ??
Strikes don't usually come up as ' compliance '. ??
An item number would help.

Thanks for your replies. It seems that you may not have come across this before. This is the first time it has happened to me. I did reach out to the seller and they said they were aware of it and were closing their store to fix it. However, the store is still up. The item listing is https://www.ebay.com.au/itm/203218303935
By the way, it is the same with any other items from the same store.
I have no problems with buying items from most other ebay stores.
