It depends on what site you are using. Australian sellers must accept a safe payment meithod and the most widely used is paypal, but sellers in Germany for example do not have to accept it....and a lot do not.
You should check the rules for the site you are wanting to buy from.

Some of my items are pick up only. I prefer cash on pick up, that way there is no mucking around.
That way you cannot get an "item not recieved"
I do believe that a pick up only item is safest with cash only as that way the buyer can inspect the item first.

PayPal do not offer buyer or seller protection for pickup items, as clearly stated in their terms and conditions.
The trouble for sellers of pickup items comes from buyers who fund a PayPal payment with a credit card and some time later a chargeback is initiated through the card issuing bank, sometimes even months later. The reasons for a chargeback can include unauthorised use of the card.

But you are still supposed to offer a safe payment method even if you state that you prefer cash on pickup.

I have no quantitative evidence, but personally I think it is far more likely that a seller (and many more sellers overall) will be stung and lose dosh via a paypal dispute for item not received (if low cost item) or item not as described generally - than paypal initiated credit card chargebacks for a pick up items.

Speaking from a personal experience,
Although Paypal states that they do not cover items picked up in person, they will still open a case against the seller, and ask for proof of shipment, if that is not provided, they will find in the buyers favour.
Even if the seller says that it was a pick up only item.
That is Paypal and not the credit card company.
What they state in the policy and what they do are two different things
