Does this mean the item is delivered?

Just wondering if this photo shows the item is delivered or should be a great bar in the line underneath?

Nothing has arrived and I am unsure so would love some help

Also, when the site says 'Accepted from Customer' , it means the seller has handed it to the post office (seller is the customer). That bit gets confusing.

eBay (for me) rarely if ever shows any status updates via that screengrab you posted. The best results usually come by going to the specific carrier's website and checking there.

I went To Star Track, says it was delivered in full

The seller said the other day it was sent via Star Track to my Post Office box which he says they can do, but nothing was there today

The tracking information shows nothing has occurred....the parcel has not entered the system at all.

Star Track can deliver to a PO Box and it will show as delivered when the staff signs for it.  Have you asked at the PO?
