I purchased a cycling jersey in May 2024. It never arrived and eBay gave me a refund.
I recently purchased what I thought was a similar jersey; it does not seem to have been posted.
I then looked closely at the images of the items I purchased – they are identical. So it seems that the trader who never sent the jersey in 2024 is reborn under another name and once again will not send the jersey.

You're not allowed to name & shame here. Besides, the feedback of the seller you have identified is showing 100%, with no obvious comments relating to not sending items.
There is nothing to indicate they won't ship your purchase - but if they don't, you can always leave a red dot saying as much - after you receive your refund, that is.

Read the eBay Money Back Guarantee on the listing.
Has the seller told you they "will not send the jersey?

Sellers are allowed to change their user ID you know, just as buyers are
Changing their user ID does not change their feedback
The photos are don't require 'looking at closely' the background would have been a dead giveaway it was the same seller. There are not stock photos
And, as already asked, have they told you the 'won't send it' ?
What happened last time?
Did you give the correct address?
Have tracking?
Communicated with the seller?
You have not left neg feedback for the first one, so you can't find them too dubious
What is it you want to know from other members?

Do you mean the seller has just changed their user ID, in which case the seller's name would have also
changed in your past purchase history ? Meaning one seller for both transactions.
If that's the case, have you received any notification of a cancellation or refund ?
Could the seller have cancelled this recent transaction based on your dealings with him last year ?
If not and it's two completely different IDs, that's allowed, all members can have more than one ID.
If they're different IDs, is the first seller still selling ?
In the UK ?
Could the first seller have copied another seller's listings ?
Your current seller has sold 2.4K items, has perfect feedback and is registered as a business.
Why do you think this seller won't send your item ?
Bad sellers don't just turn into good sellers.
However if the (different ) older ID is no longer registered, shut down by eBay, and it's the same seller with
a different ID, that's reportable to eBay.

I can't see who you bought from (your post has been moderated) but regardless of whether it is the same seller or not, all you can do is treat this as a completely separate, stand alone purchase.
Just take note of the estimated arrival dates for this particular jersey. If it doesn't arrive by then, open an ebay claim for an item not received. Don't bother communictaing with the seller. Just open a claim. The seller should, by rights, have put up a tracking number if an item has been sent as buyers often get anxious if they see no action after several days.
But all that is the seller's problem, they need to get the item to you on time.
If you need to open a claim, don't refer back to any previous issues or suspicions. All that matters is that with this purchase, that the item arrives and arrives on time.
