It makes sense if that is true, as it is processed through PayPal as two seperate transactions. The postage amount goes to Pitney Bowes and the rest goes to the seller. As the dispute is with the seller, that's what is refunded.
I had a problem when a seller unknowingly used the GSP (long story). In my case, it was the seller out of pocket as tey did refund me the postage costs. They were not allowed to ask for a refund of postage as that was up to me, as I had paid for it, it was me that had to raise the claim against PB - LOLOL - it was an INR - (because the seller never used the service, I didn't get the service I had "paid for").....
I have a feeling my case may have been one of the first as no one knew how to handle it!
However, I was eventually refunded and I passed that refund onto my seller.
Some people can go their whole lives and never really live for a single minute.
