How can I contact ebay when an item number I am enquiring about no longer is valid?

If you mean that the item you are enquiring about has been removed by ebay then there is no reason to contact ebay...they can not and will not tell you anything.

It will have been removed for some reason so just move and and look for the item somewhere else.

What if this occurrs following payment with no ability to contact seller?

Do I just open a case and request a refund?

Why does ebay do this - highly annoying!!!

Ebay does not remove items just to annoy you...it is done to protect you from a bad transaction.   Either the seller or the item is shonky.

If it ever happens just open a paypal dispute and get your money back
