Many thanks to the Mod who replied to my original message and for the heads up on particular contact info.
As the subject says, what's my next step to getting re-imbursed for the $118 for the product I didn't receive? I contacted the seller twice and both times, no reply. No what?

Provided you have left enough time for the item to arrive and it has passed the estimated delivery date then you can open a case for INR.
To the right of item in your purchase history is a small drop down menu, select, didn't receive item and follow the prompts.
If you are outside the eBay deadline to open a case then log into PayPal and open a case there for INR.

You have 6 months to open a PayPal dispute (well, strictly speaking 180 days).

PayPal Buyer Protection: open dispute absolutely no later than 180 days from the "date of purchase".
With PayPal Buyer Protection the buyer has up to 180 days to open a dispute, and once the dispute is open, the buyer must escalate the dispute to a claim NO LATER than 20 days after opening the dispute.

It used to be 45 days, but it was changed to 180 days about 3 years ago.

I've added up the days from time of order 1.5.19 to the present and so far it's been 59 days. The others' replies mentioned a period of time of 6 months or 180 days.
So, do I now go through the PayPal Buyer Protection procedure?

Were I in your situation, I'd first check that the time for lodging a dispute in eBay has passed.
You have 30 days from the latest "estimated delivery date" to report in My eBay that you haven't received the item. You've said that it's been 59 days since you placed the order, but if the delivery time was estimated to be quite long, it's just possible that you may be still be within the eBay Money Back Guarantee timeframe. You won't lose anything by trying, at any rate.
This is the link to Get help with an item that hasn't arrived (in other words, open a report/dispute). You should see the items that you've purchased recently; click onto the item that you didn't receive, and follow the prompts. (Ask here if you're not sure.) If you're still within the timeframe, you'll be able to open a claim.
If, however, the latest "estimated delivery date" for your purchase is more than 30 days ago, you'll need to open a PayPal claim.
Go to the PayPal Resolution Centre, log in, click onto the blue button that says "Report a problem", and you'll see a list of your most recent transactions. The page will be headed "Report an issue by selecting a transaction", and that's exactly what you'll do. Just click the selection button next to the relevant transaction, and it will clearly show the seller, the item/s purchased, the item number, and any tracking details. If there is a tracking number, I would suggest that you post back here before going ahead.
If no tracking number, then click onto the blue "Continue" button at the bottom of the screen to go ahead and report that your item hasn't arrived. It should be straightforward from there.
Be careful to escalate the dispute to a claim NO LATER than 20 days after you open the PayPal dispute. You must do this, otherwise the dispute will automatically close and you won't be able to re-open it.
Make sure that you reply within the PayPal dispute if the seller responds, and if you're not certain about how to respond, post here again as there are a number of very knowledgeable responders who can advise.
