Ordered and paid for item three weeks ago. Earliest estimated arrival date: Feb 6. Seller has now cancelled item without consent. No, I never received a request to cancel, which I would have declined.
Attempted to open Item Not Received dispute, but system will not allow the request to be opened prior to earliest estimated arrival date. Six days prior to that date, seller refunds payment via paypal (again without my consent).
Can a seller dodge any defect, report or case by simply refunding after refusing to ship?
There USED to be a direct link to report a seller for non-performance hidden away as part of the site map. It no longer exists there, and I can't fathom what motive eBay would have to remove it. So how do you defect a seller in this instance?

The refund also creates a defect I think.
The seller has defected himself without any help from you.

You can also leave them a neg with low star ratings.

From your purchase history, you can find this seller and can leave negative feedback to them. And don't buy from this seller again.
