do you mean a sniper tool?
otherwise, just in a regular auction, input your highest price that you are prepared to pay for the item and then the bid increments will automatically rise for you as others place bids until such time as your highest submitted amount has been reached.

So for example if it is asking me to enter my maximum bid and the item is $15, I don't want to pay more than $40, so I enter 40 in. Will 40 show up as my current bid or will $15 show up and it increases as another person bids until it reaches my limit of 40?

Your maximum bid will not be displayed to anyone-suggest you read about bidding/buying on Ebay!
Works for me!

at $15, i think it only goes up in 50c or $1 increments.
but seriously matey, if you can, you're best to wait until the last few seconds of an auction, because the nibble bidding throughout the auction will drive the price higher.
DISCLAIMER: ignore that if you're bidding on one of my auctions LOLOLOLOL
