What is the sellers handling time? Was the item purchased a custom made item?
7 days is a long time not to post. Perhaps you could contact them again and ask when they are shipping. At least you will then have some idea. If you don't get a reply, you have up to 45 days to commense an item not received dispute. Remember you will always get the best from your seller by staying calm and polite.

How do you know it has not been posted. A lot of sellers never mark items as posted, so you cannot use that as a guide.
The watch seller has a delivery time of 5-9 business days from Singapore. If you paid on Tuesday it has only been 3 business days, so way too soon to even think about opening a dispute.
I would allow at least another week before asking the seller to confirm postage....do not open a dispute without contacting the seller first.

to answer your question though, I don't know how long eBay makes you wait to open a dispute, but you can have SNAD or INR, so given the short time fram that has elapsed, I am not sure that any of these are relevant to you.
From Hoing Kong, I think it would be fair to start looking at disputes at around the 4 week mark. Any earlier is pretty rude IMO.
Just remember that you have until Day 45 to raise a dispute with PayPal for INR, DO NOT allow it to go past this time, no matter what your seller tells you.

As a rough guide I wait 10/12 business days from cleared payment for domestic post, 15/20 for international. depending on their handling time. I will then send one email asking if there is tracking, if I don't get a valid tracking nunber within a couple of days I open a dispute and give it another week before escalating to a claim. If I get a tracking number that shows it is still n the delivery system I will wait 2 weeks before escalating.
