I bought laptop holder and found it broken on arrival. It was not actually brand new as advertised. Seller promised a refund but I never get it back.

Did you pay with paypal?
If yes and it is not past 45 days since you paid then open a dispute for item not as described and escalate to a claim.
You will be told by paypal the address to return it too via trackable post at your cost to be refunded.

I used my credit card to pay, not paypal unfortunately. Seller has promised me a refund by email. I have their written confirmation, but I so far more than a week already there is no refund from card. I chased them up and every time, they said will process the refund, within 24 hours, but nothing has come through.

Did the seller accept the credit card directly or did you pay through paypal as a guest?
Either way, you can open a dispute...either through paypal or direct with your bank as a chargeback.
You will have to return the item to the seller at your own expense via trackable post to prove that it has been returned.

The problem is a valid 'Transaction ID'. Without this number, I cannot claim.

You have to open a Paypal account to make a claim. Using the same details and email address you used when you made the payment, I believe.

Yes Dave, you are right. You have to open a paypal account with the same card and personal details as used for the transaction. The transaction should then show in the newly opened account. If it doesn't show you can ring paypal and they will sort it out for you.

The Transaction ID is on your receipt and will show on the transaction in your paypal account.
Don't leave it too long to open your dispute....you only have 45 days from your original payment. You then have a further 20 days in which to escalate to a claim.
