i brought a pure sine wave inverter/charger of e bay on the 16/8/13 through pay pal i have been away and i just unpacked the inverter charger and found it is faulty. i have contacted the seller and will not come to the party about replacement or anything.
can any body help me in this time of need

You have 45 days from the date of sale to open a dispute through Paypal. You've run out of time for that.
IF the seller is based in Australia, and IF they are a registered business, you should have recourse through Fair Trading.
But, sight unseen, I'm guessing that is not the case.

OP, do not post the name of the seller as has been requested, that will be a breach of the Board Usage Policy and potentially earn you a warning!
It is also a breach of board policy to encourage other members to breach policy.
Some people can go their whole lives and never really live for a single minute.
