How did you pay?
Have you checked that the payment has actually gone through and left your account, be it paypal or bank deposit?

If you paid with paypal check the payment is showing as completed and send the seller a copy of the payment transaction number.
If the payment was via paypal and sent as an echeque this can take a few days to clear to the sellers account.
If you paid with payal and it is showing as completed then open an item not received dispute as this will show the seller you have paid as it will freeze that amount in their PP account.
Wait a week and if you still have no item then escalate to a claim to get your money back.
If you paid by bank dep have you allowed enough days and have you checked it has not bounced back or the details were correct.
Send the seller a copy of the payment receipt if you kept one and the payment number.
