I received a item in a different shade to what I ordered. I have contacted the seller 3 times asking them to send the correct item but they just ignore me.

If it is a different shade rather than a different colour then you may have to settle for what you have got. Shades can vary a lot displayed on different monitors and Paypal will not usually consider a difference in shade as significantly not as described.
Not many sellers would respond to a demand for another item to be sent, there is a procedure to go through if you think your item is significantly not as described.

I can totally understand a seller may not send out another item just because the shade looks a bit different, because monitors can vary, as you say.
But I would expect a seller to at least respond to a query and explain.

over what time frame have you contacted the seller three times?
Was the item new or second hand?
on what information do you judge that the item is a different shade to what you expected?
i.e did the listing specify that the item was the same shade of red as a coke can, or did they just say it's light green and you discerned what shade it was from the pictures? Or is it a case of the seller describing the colour as "cherry" for example because that is the colour the tag of the item from the manufacturer listed it?
Or. did you order a green item and you were sent a red one?

If you are referring to the shade/colour of lipstick or nailpolish being different to what is specified in the listing then yes, you can claim that the item is Not As Described. You cannot claim if the colour just looks different on the computer screen to what you have received.
However, you cannot just demand that the seller sends the correct item. You need to let the seller know of the mistake and then if they do not respond to you, open a dispute in paypal if that is the way you paid.

A good answer from Lyndal. With ebay you don't always get exactly what you expect. This is because you have not the opportunity to see and handle the genuine item. You sometimes have to decide (a) if it is different enough to matter; (b) if it is different enough to constitute an error by the seller, and (c) if you can reasonably live with it as it is. Often a small disappointment is nobody's fault and not worth the angst of going through the process of changing the item.
