I paid $79 via PayPal for a Transformer figure last night, and this morning the Seller's account was unregistered.
Should I be looking for the figure some place else at this point (and get a PayPal refund) or should I just wait and see?

To be honest I wasn't sure I particuarly wanted the thing anyway and wasn't really paying attention. I did kind of think I might be getting a knock off piece of junk on my doorstep and didn't really care.
I've never encountered a scam before, I assumed using PayPal makes me immune, and PayPal must cover their own **bleep**s somehow... don't they?
Has the "Seller" just taken the money and run? Does paypal have to pay for my apathy or do I (DAMN either way)?

It's a scam,(if the price sounds to good to be true on eBay then it is).
"hot toys" like those are listed as scam items before the official release,(they are only on official sale as
pre-order items at present).
You can check your Paypal account and if the seller hasn't claimed the payment you can cancel it.
If they have claimed it you need to contact eBay and notify them that it was a scam listing,(they will most likely
tell you to open a case to get your money back).
You need to watch for phishing Emails you may get as these scammers will have access to your Email address.
As a precaution,run all your spy ware and virus protection and change your passwords,(which should be done
on a regular basis anyway).

I've been dealing with a troll on another forum and he's screwing with my head, otherwise I wouldn't have done this.
*sigh*
The wording of the reply from ebay is kind of ambiguous. Do I file the request now or wait until 9th of July?

Do not do an ebay dispute.
Go straight to paypal and open a dispute there....escalate it as soon as the system will allow.
If ebay has deregistered the seller it is a pretty safe bet that you will not get the item and frankly the ebay dispute is an horrendous experience if you can avoid it.
