I very rarely have the ability to "add to cart". What gives?

Can someone explain why at times I have "add to cart" functionality but 90% of the time I do not. It is a real pain when I want to purchase from the same vendor. Please help in case its something I can fix.

Ebay Australia does not have the Shopping Cart facility at all so if you shop locally you will not get it.

I dont know about ebay Canada, but I do know ebay USA  Has shopping cart.

ebay Australia (where you are now, on the aussie chat boards), does not have cart facility, yet.
