Can a seller offer a refund conditional upon revising negative feedback? They're asking for it to be revised before refund.

They can offer a refund before feedback revision but you'd be crazy to accept it since there's nothing to say they'll not reneg on the refund.
If it was me and they didn't refund first I'd open a case for "not as described" and let them wear that.

Why not - who's stopping him?
It just depends weather you want rrefund more than than leaving a neg - but I guess you probably want both!
God only knows why, as no one cares much about your opinion or his negs - it's not like they'll stop buying anything from a seller - any seller, because of negative f/backs.
We all know they are mainly left for a self gratification of an agrieved buyer - nothing much to do with "warning other people" - and if by chance you are so benevolent - you might as well save yourself the trouble as other people don't care.
Grab the refund while it's offered, change his f/back - and the general public will just have to live without your opinion about him!

Really? Given the refund is contingernt on the feedback being revised first, how would the Op know, or expect even, getting the refund will happen.
The seller seems to think that negative feedback has an impact, but I will bow to your, no doubt, vast experience in negging sellers. if you have an issue with the feedback system, this is a poor choice of venting same.
If it were me and I had adequate grounds, I would be pursuing the eBay remedies. If those aren't available, I would counter with a feedback revision AFTER refund. Wbhich might or might not involve upgrading the feedback.

Did you read the sellers feedback before buying? Prior to your neg, they already had 11. Six of those were for the item you bought. 6 negs out of 11 for the same item should have rung alarm bells, especially when they were all basically saying the same thing. Did you really think you were going to get a high quality item for $12.95 and free postage?
In answer to your question, the seller can say whatever they like. If you don't want to revise the feedback, open up a not as described via PayPal and get your money back that way. Don't forget to send the item back with tracking. If you want to revise it, go right ahead and get the refund without the need for a dispute.
It only reflects badly on you if you don't revise. It makes you appear that you thought you would get a high quality item for a few bucks. Not gunna happen. It may make other sellers wary of letting you buy from them. You also have to ask yourself, how would you have felt if your buyer refused to revise the bad feedback they left for you?

it would refer to you bagging out the buyer and stating that feedback means nothing.

ha, ha, - now I see - except that I am right.
It doesn't take much brains to read the boards few times to conclude exactly what I was saying:
F/back is for the best part vindictive, for the least part for the benefit of other shoppers
I have said it before in some posts - do you really think that public takes any notice of the negs - if they did no one would ever shop with those sellers again - right?
I mean - we all may express a mild interest (more for the emtertainment than anything else) in reading some of the negs,
but ultimately - they don't mean a thing if there is an item that we want to buy!
And f/back system is NOT credible for exactly that reason, totally unsubstantiated opinions.
With me personally - they tend to (if anything) have the oppsite effect - I generally side with the sellers after reading the negs left for them and the reasons given by the buyers!

Yes but they have sold 2600 plus of that item, so 12 negs on this item is no big deal.

Technically they can, as the seller has demonstrated, but the answer to whether or not they are allowed to is a very definite no. (Emphasis obviously mine).
