I bought a phone cable around 12 Sept and paid immediately when I won the bid.
Ad says shipping was in 13-22 days. So I asked why, if item is in AUS that it takes too long.
I was told via msg not to worry, and the item is in AUS and handling would be 2 days, post in 8-12 days. But nothing yet until now, 03 Oct.
Should I file a claim on this already to get my money back?

No, you do not have to wait the full 20 days. It depends on the circumstances of the dispute....if a seller is deregistered or an item removed by ebay then you escalate as soon as possible.
If you know something is on the way and you want to allow time then you delay opening the dispute as long as possible and do not escalate till the last moment. The item will usually arrive bfore you escalate unless it is not going to arrive at all.

Thanks for your advice.
My 3rd msg here finally worked, along with a dispute filed in Paypal.
In less than 24 hrs he refunded the amount.
