Hi there,
Recently I purchased a bunch of collecible cards from the US totalling about $200 US from one seller, I requested that he send them with registered post and he kindly agreed to pay for it himself. He got back to me on the afternoon of the day he sent it informing me that registered post was too expensive and that he thought neither of us would want to pay the $20 for registered shipping, this however, was not true as I would have happily paid for it to have the back up insurance of being able to track the item, but was not afforded the oportunity. It is almost 4 weeks later and I have not recieved the item, even though I bought another $10 card from the states on the same day and it arrived after 2 weeks.
I informed him I was worried about the item a week ago. Is it his responsibility to refund me the money in this case? Does paypal accept this kind of dispute as grounds for refund considering I have not recieved the item and he did not send them as we had aggreed upon? And what kind of time frame should I expect to take action against him, is one month enough time?

Go to your paypal account and open the page for the payment made to that seller and at the bottom click on resolution center and open a dispute for item not received.
If after 2 weeks the item still has not arrived escalate to a claim to get your money back.

1 month is too long to wait.
he has admitted sending with no tracking..
open a PayPal dispute (you have 45days from payment to do that, but dont wait the full 45days...)
he will then have up to 20 more days to get those cards to you, .... again wait say 18days, then escalate to a CLAIM in paypal.
don't let him sweet-talk you into waiting longer and longer....

There is no Registered Post from the USA. Do you know what service the seller used? If it was First Class mail it could well take 4 weeks to arrive here.

As Lyndal says, but go and open a dispute for item not received anyway, you can close it when they turn up..... Just to be on the safe side!
