I ordered about 50 electronic components, as part of an electronic course. All the pieces arrived, except those from one seller. I contacted the seller (after 20 days) and after some back and forwards, they suggested that they send it again. Again after month the second order didn't arrive.
The seller asked I wanted to send it again, I ask for a refund. The seller came back and said it had been too long to issue a refund.
I can't leave feedback on the items, as the option has disappeared, I can lodge it with Ebay as that option has disappeared also.
I have subsequently ordered the item from a another seller.
I don't seem to have any recourse and no option to provide feedback for others.
Any suggestions.

If you paid with Paypal, you can lodge an item not received claim with them for up to 180 days.

Anothyer time don't let a seller talk you into going past the cut off date for opening an ebay dispute.
