I bid on and won a set of rims for my car. The seller then refused to follow through with sale stating that he didn't get the price he was after. He then relisted.
I have reported relisted ad and the member but the member is still on and selling the same items. Now my account is asking that I pay and leave feedback!!!
Why wouldn't the member (46 feedback and 100%) and the post been removed and what happens if I leave negative feedback? Can he give me negative feedback also even though he is in the wrong?

Leave feedback. It's possible for him to leave positive feedback with a negative comment for you but you can ask ebay to remove it. If he opens a non paying bidder dispute explain to ebay that he has refused to sell to you.

Leave him FB saying something like: "refused to sell at winning price"
Be careful, what you say as being abusive, naming them and many other things can be grounds for it being removed. So, be cool, calm, professional and to the point 🙂

There will probably be no outcome and even if the seller were censured ebay will not tell you.
You have done what is needed by leaving the neg so if future bidders don't heed the warning that is up to them.
