I bought and paid for a phone 8 days ago and the item was to have been sent "Express Shipping". Both the seller and myself are in the Melbourne area. Payment was made by PayPal immediately after the auction closed.
I have sent two messages to the seller asking for shipping details, tracking number, but have had no response and I am thinking there may be a problem.
How long should I wait before opening a dispute and what is the length of time PayPal takes before arranging a refund?

if 8 days ago was the 5th which was last wednesday you should have received it by friday or if they forgot to post it until tuesday after the long weekend you should have received it by now, give them another day and then open up paypal dispute

JMO but I'd open a dispute now.Once open,I'd give the seller no more than 48hrs to respond & if they don't,escalate to a claim.
They sold 2 identical used phones on the same day & left positive feedback for both on the 11th.
They are not able to post using express-road only for mobiles.
They have been using ebay up until yesterday so no excuse not to respond to you.

Foxy, both the buyer and the seller are in the Melbourne area so there would be no airmail involved.
If Express was used it would definitely be overnight delivery.

It is still against AP regulations to use express post even if it is the next street! Once you sign that dangerous goods declaration on the satchel you are in breach of the legislation.
