On 3rd Jan 2014 I ordered and paid through PayPal Item 231068529784. I have never received my order...a yellow cardigan.
After much correspondence back and forth, my order has never been received by me, nor have I received the promised refund from the seller.
I'm very disappointed that this transaction has been a giant failure.

when you didn't receive your item within a reasonable time frame, you should've opened a Paypal dispute (in the resolution centre) and you would probably have been able to get your money back. This has to be done withing 45 days of the purchase, so unfortunately it is now too late to take any action. If it happens again that you don't get what you've paid for, go through the correct procedure for PP protection.

Did you fund the payment via paypal with a credit card?
If yes then call your bank and ask to do a chargeback.
NEVER allow the 45 days to pass to open a dispute for item not received or not as described no matter how helpful the seller seems.
Paypal is there for your protection so use it.
Was the seller in Australia?
If yes tell them if they do not refund you within 24 hours you will go to the police and if they do not refund you then do it in the hope it will stop them from ripping off another buyer.

Didn't you look at their feedback? I wouldn't have gone near them with a proverbial bargepole and even if I did allow myself to overide my rule never to buy from a high volume seller with less than 99.5% I would only be giving it the minimum expected delivery time from HK before opening a dispute.
