PayPal threatens to exclude me from buyer protection because of my claims on a shonky Chinese seller

This follows from a message I posted here about Chinese sellers (2 shops but same owner) wanting extra money for shipping for free postage item because I won them cheap.  I paid for items but not the extra shipping and never received my items.  They claimed to have posted them.  So I opened cases on all the items and got refund. Now I got an email from PayPal to say that "

We may need to exclude you from PayPal’s Buyer Protection Policy if we continue to notice an excessive or unreasonable number of claims, reversals or chargebacks with your transactions. Pending further review, we may also deny any open and future claims. 

We want to give you a chance to review your account activity. You don’t need to take any action and we don’t require a response to this message."

This is so unfair.  Would appreciate advice as to what I can do to make PayPal understands that these sellers are shonky and I am the victim and I am not the only one.  Reading at their neg feedbacks, it appears they would only send items if the winning bid is not too low.  If someone won a few items cheap, not only they would not send the items, they would block the buyer!!!  I have put this in the case that was escalated to a claim.  Sellers refunded others before deadline.

I guess I will just stop buying on ebay if there is no protection, but it seems so unfair.

You have only been given a warning that you may lose your Buyer Protection if you make excessive claims.

Just avoid buying from shonky Chinese sellers for a while.
