The seller kept postponing to post the item for various reasons. When the seller finally, supposedly post the item, it never came. Contact the seller to resolve, the seller claim to relocate to WA and ask for patience for the item may take a while to arrive, nothing happened. Contact the seller again, the seller ask for more time to resolve. Contact again and never receive a response.

Did you pay with paypal?
If yes and it is not past 45 days since you paid then open a dispute NOW for item not received.
If you paid with bank dep then you will have to go to the police.

It sounds as though seller is trying to get you to wait past the 45 day deadline to get refund.
As suggested if you paid via PayPal and within 45 days from payment date, open a case now.
To the right of the item in the drop down menu select resolve a problem and follow the instructions to open an Item Not Received case.
Also keep in mind you only have 60 days to leave feedback. (In case it's past 45 days)

Firstly, yes i did pay for with paypal. However, I did not know anything about the time limit to make a claim as I was saying that the seller keep postponing I had no idea he/she is doing what he/she has done now. And there has been some unfortunate events in my family living overseas as well by the time I have got past that and return I realize it has already past 60 days.
Secondly, I tried to contact ebay but since the transaction was expired a long time ago the system would not process my email.
Has there ever been any case like mine which could still get a refund or at least justice in any kind?

If you funded your Paypal payment with your credit card,you could try asking your bank re a chargeback.
Other than that,it may just be a very expensive lesson for you.
You ARE told on every Paypal email that you only have 45 days in which to open a dispute.

The only thing you can do is to contact the seller once more and tell them that unless your money is back in your PP account within 48 hours you will be handing the matter over to the police on line fraud squad. And if you do not get the money back, then do report it through this link:

But that will not get your money back.

I will try the options suggested. I am a newbie to ebaying as I always have smooth transactions from genuinely honest and wonderful sellers. Even if I were to not receive anything back I will make sure at least that the seller I am dealing with received his/her lesson in fair trade too
I will post some more on how it goes
