As the title states i purchased a rather expensive item off a seller paid on monday he claimed his day off is "wednesday" and that he would post wednesday morning. Anyway he now says his paypal account has been frozen and that he needs to send them a receipt of some sort before he can send it out otherwise paypal will refund me my money. I am kinda finding this fishy can anyone fill me in on this and let me know if its legit.

PayPal will not refund you the money - basically his PayPal account was frozen as he has not verified his account and it has reached over $1,000. He needs to submit a few documents and then it will become unfrozen. It shouldn't take more than 24 hours to clear this up and he should certainly be sending you the item as it has got nothing to do with you.

That's nothing to worry about (unless it's an American seller) - I'm 'non US verified' because I'm registered with PayPal Australia as are the majority of my buyers.

i was refering to the first reply which stated that this is happening because he is not "verified" to which i replied that he is.

he keeps stating that he cant send the item untill this clears because his money is on hold.

He needs to submit identification documents I am assuming as his PayPal account is limited.
Unless you paid via PayPal through a savings account rather than funded with a credit card (e.g. eCheque payment) in which case payment can take between 5-10 business days to clear. Ask him to just call PayPal and sort it out. He would need to fax his documents to release the funds to him.

Your seller's problem with Paypal has nothing to do with you, and you have no obligation to help him solve it. You have sent your money, he needs to send your item - end of story. Give it a few more days and if he hasn't marked it as posted open a dispute.

As far as I am aware, PayPal do not ask for receipts, as such. If there is a question of aunthenticity of an item sold on eBay, PayPal do not get involved unless the buyer receives an item and claims it is fake (and then it is up to the buyer to prove it's fake). The other instance I am aware of that can call for a receipt is if the payment itself is under investigation and PayPal will advise not to send items pending the investigation, or for proof of shipment if it was sent so that the seller will have protection if the payment is reversed.
Perhaps you need to ask your seller for clarification on exactly what is happening, because based on the limited info right now, it doesn't sound like they're being asked for ID to release the funds, but asking for proof of something to stop the payment from being reversed.
