I have spent a substantial amount, for me, with a seller 18/9.
Summary has not been updated as sent despite estimated del up to 29/9.
Seller is not responding to messages from myself or others, according to feedback.
Others are claiming nil reciept of their orders also.
Help menu tells me to cancel the order but I am unable to find that option.
Very frustrating and appears I have to wait another month until Ebay will act???
Any advice would be greatly appreciated.
I paid PayPal.

Only the seller can cancel an order. What you have to do is wait until the last ETA has passed then open a "not received" dispute with eBay's "money back guarantee".
DO NOT close it until you get a refund or the item arrives, you cannot reopen a closed dispute.

Why do you have to wait another month for ebay to act?
If the estimated delivery date was 29/9 then you should be able to open an Item Not Received case immediately.

I am not sure where in the help menu you are seeing that information, neither of which is accurate
You need to follow the excellent advice given above
