I'm sure I'm missing something here. But I was under the impression that at least one payment option from a seller had to have buyer protection. I ran a quick Ebay & Google search and don't seem to have found much supporting this however.
A seller has recently listed a number of items I'm interested in bidding on. Despite having the Paypal option as an accepted payment, they've specifically noted in the listing that they don't accept Paypal.
Essentially they only have COD & Bank Deposit only. But I think the seller has confused COD as pickup only which they have also specifically noted is not available.
I basically only purchase through Paypal because of the buyer protection, I am aware of others BP options, but these aren't offered by the seller either.
Can they do this?

You can purchase and pay with PayPal and if it is unclaimed cancel the payment and if it goes through then hope they send the item or open a dispute.
Some sellers still have PP accounts but prefer not to have them paid into and if they are paid to their PP account they still send the items to avoid a neg.

If they offer Paypal as their safe payment method, then they are obliged to accept it, or can be reported to both eBay AND Paypal, for breaching their terms.

So to the OP if you went ahead and bid and you won,then you would have every right to pay with paypal and if the seller refused then you can open a dispute for item not received

Thanks all. That was probably my main peeve. Offering it but then saying they don't.
As long as one BP option is available I have no issues in buying that BP method. But to offer it then state you actually don't, is somewhat misleading and may have been added as a bypass method just so they could simply list the item.

yes and no, What happens is you just make the payment using PP regardless what the seller says, if the item does not arrive or the PP payment gets refused you then open a INR with PP and then the seller has to explain why and no PP is a no no you will receive either the item or your money back and PP eBay deal with the seller from there. Just make the payment using paypal the rest is the sellers problem.
I just myself had a guy sell a item to me and I payed immediately using PP , He then sent me a message saying to cancel the PP payment as his PP is broken BS have it fixed if that's the case with a simple phone call. I did what he said and have not heard from him since other than a message with his back details which I have happily ignored and he has not bothered to contact me now for about 30 so when the 48 days is up I will lodge a dispute INR and leave neg on the 47th day and there is not a damn thing they can do about it its the rules.

@residentyg It does not matter what it is they can not refuse your PP payment if your purchasing from eBay, PayPal is eBay its owned and run buy eBay. And its there rules.
Just make payment via PayPal and if he refuses the payment its there problem you will be fully covered. Your money will be returned if you do not receive the item.

WHAT 48 DAYS?
you have only 45days to lodge INR and a further 20 to escalate to a claim.
but if the payment is UNCLAIMED you can cancel the transaction yourself at any time.
and leave a neg.-- today if you like, dont wait 48 days thats too late

Arr yes 45 days sorry my mistake I new it was 40 something Arr I'm not worried its there loss not mine I still have my money in my pocket and there stuck with paying the fees so I'm a win there loss .
I have already cancelled the payment in Paypal and have his email telling me to cancel it and his email after that wanting bank deposit for payment no way I want my PP protection thank you very much rather go with out than be stung. I don't like giving people neg feedback and I'm not sure its a big enough crime for me to take it that far. I'm happy he will get stung with the fees and there is nothing he can do about it as I will not agree to a mutually agree to cancel and I'm still willing to buy the item just take the PP payment.
I don't like the fact that eBay force us to use PP and the fact as a seller you get stung a percentage of the postage payment via there fees for depositing funds to that account but they will not cover you as a buyer any other way and as I have to pay when I sell and most now do pay buy PP I feel it is only right I'm given the privilege to do the same. But I will leave the neg just so, 1 it might change there attitude and, 2 to warn others.

OH and you have 60 days I think to leave feedback only 45 for INR. I don't see no point really in an INR as feedback will be more than enough and the fact he will have to pay the fees.
