if it is PICK UP, then only pay cash after you have seen item and know it works.
you have NO paypal protection on pickup items and I think that is what the seller means,
if picking up NO Paypal. that 's totally acceptable

Yes a seller is allowed to say paypal is not accepted IF they offer either paymate or a Merchant CC as safe payment options.
As stated all sellers must offer at least 1 payment method that ebay deem as a safe form of payment.

In that listing they must accept paypal as they have it as a payment option so under those circumstances No they can not say PP not accepted.

Maybe an idea to send a question to seller in regard to payment.
They could have just made a mistake in listing.

Good on them. I don't like being told I have to offer paypal as a payment method. It stinks.

You don't have to offer Paypal but you do have to offer at least one safe payment method and unless you have a merchant account and can offer card payments direct Paypal is the cheapest and safest way to get paid for an ebay transaction.
The fee is minimal and more than pays for its self in the long run as it speeds up the post sale process, gives buyers the confidence to trust a complete stranger to send them their item and also means those without the ready cash can buy using a credit card.
