I won an auction for a laptop with buy it now and the seller told me a couple of day's later that i cancelled the money from paypal.
I did not cancel because he did a refund day's afterwards and then he told me that i was dishonest and will report me to Ebay and Paypal.
Can i report this seller to Ebay and or Paypal and how can i do that?

Leave the seller a neg and give him one star in the DSR ratings and if he sends a cancellation request in order to get his fees back just refuse it.
If you want you can report the email they sent threatening you to ebay, there is a link there for you to do that but personally I would just leave the feedback and then ignore them.

I got the impression Maro was going to let it slide because they couldn't leave feedback, but changed their mind when they found out they could. I could be wrong though. It happens sometimes

Why the hell are you leaving follow-ups in your feedback to others complaining that your sellers haven't given you any feedback? It's not a God-given right you know, it's purely voluntary and if a seller doesn't care to leave you feedback, or doesn't do so immediately, it's pretty bloody rude to say so in a follow-up. One for my special list, I think.
