Have not come across this situation before in over 10 years of trading with Ebay.
What is my next step to take?

I am the first one to say make sellers accountable when they stuff up but opening an immediate dispute and leaving a neg is a bit much IMO if they are a newbie. I would email them and say that I was entitled to open a dispute and leave a neg if they don't send at the advertised inclusive cost but as they are new I will not leave any feedback at all as long as they refund my Paypal payment. I would also advise them to make absolutely sure in any further listings that they should quote the right price for delivery and also start the listing at the lowest they are prepared to let the item go for.

Hi Seller advertised "Free Postage" but after winning and paying, seller says"will cost me $10 to post, so cancel"
