Seller refuses to send item

Have not come across this situation before in over 10 years of trading with Ebay.

What is my next step to take?

Do not agree to cancel the item as they dont deserve their fees back.

Just open an item not received case.

I am the first one to say make sellers accountable when they stuff up but opening an immediate dispute and leaving a neg is a bit much IMO if they are a newbie. I would email them and say that I was entitled to open a dispute and leave a neg if they don't send at the advertised inclusive cost but as they are new I will not leave any feedback at all as long as they refund my Paypal payment. I would also advise them to make absolutely sure in any further listings that they should quote the right price for delivery and also start the listing at the lowest they are prepared to let the item go for.

Hi Seller advertised "Free Postage" but after winning and paying, seller says"will cost me $10 to post, so cancel"

PJ, the seller has told the OP to cancel, which of course he cannot do, in which case, as the seller hasn't refunded the money, his only recourse is to lodge a dispute with Paypal, and leave the seller a well-deserved red dot (and I don't care whether he's a newbie or not, he should know the rules before selling on ebay).
