Not sure how to contact EBay directly.
They have a seller who is not supplying purchased goods and they need to be removed from EBay.
I was the same - I did not received goods paid for - unfortunately I assumed the delay was due to Christmas shipping issues - now I am too late for a refund from EBay.
I just want to stop this from happening to other buyers.

Stop supporting such sellers by buying from them in that case
Every time a buyer chooses to buy from a seller, they are helping to keep them in business
It is not hard to check the feedback before buying

If you paid by Paypal go through their Resolution Centre, you have 180 days from the purchase date with them.
ALWAYS check sellers feedback before buying from them.

Firstly you cannot name and shame members on a public forum so your post is a waste of time.
The mods will remove it.
Secondly, why you didn't check feedback before buying, I don't understand.
eBay will automatically limit a seller if their ratings drop below a certain level.
But if you want to contact eBay then select help at the top of pages and scroll down to 'contact us'.
Finally, if you paid via PayPal you have 180 days to open a case for INR.
To add, looks like eBay has removed all their listings.
