I recently bought a used camera off eBay.
It was described as used once, perfect condition and nothing wrong with it. However when I looked at the sensor, there is alot of dust, & I mean alot! There is also dust and smears on the back of the lens that came with it.
I've used the automatic cleaning function, but it's still really bad.
I will have to now have to pay to go get this professionally cleaned. Aside from that I'm more worried that dust has got into other sensitive areas of the camera body.
What would be the best course of action? Would this be considered 'item not as described' and eligible for return/refund?

If it were me, I would return the Camera. From what I know about servicing and cleaning cameras, it can be quite expensive. The camera, you say, had only been used once. It may have, but it has sat and gathered a lot of dust, which must be cleaned out to be of any use. I would certainly let the seller know that you intend to return it.

Do not touch it, clean/fix it. Once you mess around with it you will no longer be covered. Yes I would open an item not as described and go from there. It really doesn't matter that the seller had no returns in the listing I don't think ebay take any notice of that anyhow. If you are instructed to send it back by ebay or paypal (and only then) make sure you send it signature on delivery, fill out the receipt and have the PO stamp it as well for proof of sending.

You definitely are entitled to a refund, as the damage (dust) was not disclosed during the sale. Unfortunately you will be out of pocket for the return postage. To protect yourself, you must open a dispute and you will be instructed when to return the item. When you post the item, it MUST have online tracking (be registered) so you can provide Ebay/Paypal with proof of the return. Hope this helps 🙂

What did the seller say when you emailed him, enclosing the photo, and told him about the problem?

Please only return the camera after going through either a Paypal or ebay dispute and only return it to the address given to you in the dispute. If the new ebay dispute process works as it should then the seller will have to pay for the return postage if you win the not as described dispute but there seem to be a lot of problems with this as ebay don't seem to understand that paid for return post labels are not an option with AP.

Please don't give incorrect advice, the seller is reponsible for return of INAD not the buyer and this has been the case for over 6 weeks now.
You can not register a parcel, you can only request SOD.
OP follow pj's advice, go through the correct channels to protect yourself.
