I bought an item on another id , the postage was $10.00 which was fine by me, when I received the goods the seller had sent the item in a padded bag with 4 60c stamps total postage $2.40.
This would not have bothered me either as I had agreed to pay $10.00 postage even though $7.60 seems excessive for packing and handling what has really peeved me off is that I had to pay the Post Office $5.70 due to lack of postage.
On Tuesday I sent a message to the seller informing them that I was not happy as I agreed to pay $10.00 postage not $15.70. I have not had an response from the seller.
At the moment I am not able to get into Pay Pal, can someone please let me know if I can start a dispute to get the extra $5.70 back. Due to the sellers lack of response I am also unsure if I should leave a neutral or negative feedback. I have only ever left 1 neg before and that was for a buyer way back in 2004.

If the seller is unresponsive and not willing to help you out then a neg is well deserved for their not paying the correct postage.

Blimey, that's a bit rude of the seller. It is sellers like this that give a bad name to ebay and thense good sellers, sellers who strive constantly to offer the very VERY best of service to our customers.
I'd be very tempted to leave a neg, but perhaps give them another opportunity to reply to an email. Judge your response on their reply - if they reply. If not, neg I think is quite justified.
Sorry, I don't know about opening a paypal dispute for that, someone else might come along who knows whether you can or not.

Unless the seller refunds the $5.70 under postage fees you were charged I would not hesitate to leave a NEG and mark their stars downs.
I dont know how you would go with a dispute, item not as described would be about as close as you would get.
showing evidence you had to pay extra postage after paying for it in full.
OR INR and then repay the correct amount after you get a refund.

If it had been me and I was presented with a bill by AP before I had the parcel handed over I would have asked the PO to check to see if there was a senders return address on it , if not I would have refused the parcel and gone back home , pulled up the sellers info and give it to the PO who could then send the bill to them and collect the parcel as by law AP now has a billing address ( print out the ebay invoice as well as proof of purchase)
It can be done ( I do have a terrific PO) because I've done it after I received several such parcels whereby the sellers deliberately underpay the postage and don't put a return address on it.
Sellers that keep on doing this deserve a full NEG with a note saying that they illegally circumvent postage

Totally agree with Jerry re you should have refused collection-your seller is pathetic & deserves a neg right now IMO.NO excuse.

Thanks to you all for your feedback, unfortunately I did not pick the parcel up it was my OH. I did point out that he should have sent it back and then I would have put in a dispute for INR but what is done is done.
This is not the first time I have hear of this issue, where a seller has underpaid postage, I think if there is not already a section to claim back from the seller in PayPal for this issue it is something they should be considering as it seems to be on the increase.
Obviously if you are going to make this claim on paypal you have to have proof. I still have the padded bag where the PO has charged me extra and it shows the sellers address and amount of stamps used

Also, you may be able to do a chargeback for the extra postage as well as big red neg the seller.

From what I know Paypal do not deal with excessive postage disputes.
