As said, if you funded your payment with a credit card, you might be able to get your bank to do a chargeback.
The normal sequence of events is to contact the SELLER if the item doesn't arrive in a timely manner. Remembering that Paypal only allow 45 days for you to open a dispute (if that is how you paid), and flag your payment quite prominently with that information.
Then open an Item Not Received Case. Then the seller has to prove they posted it to you.
Then leave appropriate feedback. 60 days for this, but once again you are way over time.
I suspect you have done your dough. I hope it wasn't a lot, but consider it a payment for your training in how to buy safely online.
A kayak is quite large. Are you sure the seller was supposed to post it?
