Why does E-Bay allow fraudsters to continue to trade?

I purchased an item,the seller offered Pay-Pal as an option to pay.When Ipaid useing pay-pal He refunded my payment with the excuse that his pay-pal was'nt set-up ! I've made a complaint to both pay-pal &e-bay , He is still trading and he has sent me abusive e-mails!

Admittedly these boards turnover more than QS.

The same half dozen there. 5 if you count that I normally only look at them every few days.

It is not HARPING as you call it, I made a report and had to go through the long process of 15 days then lodge a further report to ebay who then tell me they would investigate thre seller and that was all they will do. there is no way of finding out what action other than seeing the fraudster has a closed account. it should be in police hands . he has defrauded several ebayers. and by the way no paypal account wS INVOLVED SO MONEY UP IN SMOKE. hence the frustrations.
