I purchased an item,the seller offered Pay-Pal as an option to pay.When Ipaid useing pay-pal He refunded my payment with the excuse that his pay-pal was'nt set-up ! I've made a complaint to both pay-pal &e-bay , He is still trading and he has sent me abusive e-mails!

did he refund you or was your payment rejected?
because if he received your payment and then he manually refunded you, then that kinda suggests that his PayPal account is set up.

I've just been conned by a fraudster operating out of China. He took my money and I know he's conned quite a few others who have bid and won similar items from him. The problem is that he has easily cheated by closing down his account, then simply opening another account with same name, but adding a different number in front of it. This ease of abusing the system through ebay needs to be address by ebay and paypal. Have put a dispute in with paypal.

The seller can not just close his account.....he would have been closed down by ebay and you would have been advised to open a dispute to get your money back.
If you knew he does this sort of thing then why did you buy from him in the first place?

i PURCHASED GOODS FROM A SELLER BUT GOODS NEVER EXISTED THE SELLER HAS SOLD OTHER GOODS ALSO ON SAME PRETENCE TAKEN THE MONEY AND RUN. I LODGED A REPORT WITH EBAY AND TOLD THEY WOULD LOOK INTO IT AND I WOULD NOT BE INFORMED OF THE OUTCOME
I SEE NOW THAT HE HAS HAD OTHER TRANSACTIONS LONG AFTER MY CLAIM

It is not difficult to see what action was taken by ebay.....the seller is no longer a registered user.
Why continue to harp on accounts that ebay has already taken action on?

Because they wanted the item they purchased.
Because they are peeved that they will not get it.
Because they have to go thru' the PayPal claim proceedure & wait to get their money back.
Because ebay facilitate these scams by having lax seller registration protocols.
But mainly because the whole scenario frustrates them and they need to vent.

My reply was based on the fact that the poster has been spamming the boards with the same complaint...that ebay is doing nothing about the seller he is complaining about. I just pointed out that ebay has taken action...they can't do more than deregister the seller, which the poster would see if they looked.

Nothing ever changes. Scammers use ebay & ebay members rant .......
