Is it common practice for a seller to raise buy it now price after an offer?

you mean higher than the BIN they listed it for? Or to counteroffer and give a price higher than what you offered, but still lower than their originaL offer?

In my experience, not common but some sellers don't know what price to sell at and later realize they should put a higher price on it.

It is theirs to do with as they please until someone clicks BIN.
