Can't find what I want

Hi, can anyone help me? Please tell me where I put a request to buy an item I can't find?

I believe that the seller of the item I am after is biding against me.

The bidding is increaseing without someone bidding. The auto bidding is giving the seller the ability to bid using other user names to increase the bids. This is why I stopped using EBAY a couple of Years ago. I see nothing has changed. Yours Dave

The seller does not seem to want to refund for this item. It malfunctioned the first time I used it. Pay Pay is trying to resolve. However, why was it removed from ebay in the first place?
