Why is it so easy for all these people to end their auctions early.

Why is it so easy for these people to end their auctons early because they have done a deal outside ebay after useing it to attract buyers and then don't pay any fees? Happens almost weekly to me just in the few items I bid on.

Does Ebay have a "wanted to buy" section. I am looking for a particular item.
