The eBay site is run on a trust basis for it's members.
So usually it is because members don't know how to operate the site or are mis-using the site.
I suggest the site is working but certain members are placing items in incorrect categories for goodness knows what reasons.
There are also many sellers listing on the Aus site and have stock here but may be an overseas seller.
