If it has the free posted flash at the top then no they cannot charge for postage no matter how the buyer pays.
All the buyer has to do is pay using Paypal straight away and the seller then has to either send the item or refund the payment, if they refund then the buyer can leave them a well deserved neg.
Sellers are allowed to say that if a buyer uses Paypal they have to pay the cost of registered post but they can only add the actual cost of registration and have to send it registered, a very silly thing to insist on especially when they can use click & send cheaper than a red satchel and have full cover.

yes, it has free postage at the top
Which as PJ pointed out means it's free postage regardless of whatever payment system the buyer want to use.
As each item is going to be $50,plus and they are three possible scam prone type items and no activity since 17th August means bank deposit should be avoided as they will have no protection if anything goes wrong,(eg: lost parcel or not sent).
PP is the better option,(backed by credit card is even better).
