Ask the seller how and besides it is against ebay policy to sell digitally delivered goods so if you have no luck from the seller then open a dispute with paypal.

Digitally delivered goods are allowed on the US site and it is no good contacting Paypal in the case of no refund as non tangible products are not covered by buyer protection.
