If you have spoken to the seller, and they are unwilling to refund, there is nothing much you can do after a cash payment.

Cash does not qualify for buyer protection.

Leave appropriate feedback.

You can also go to the resolution centre to notify eBay there was a problem with the item.

The onus is on you to inspect and test an item fully before you hand over the cash, once you have paid it is yours warts and all and the seller is under no obligation to refund you. How are you going to prove that the damage was there when you bought it and didn't happen during the journey home? Answer is you can't which is one of the reasons pick up items are as is.
