i bought an item as a guest but it wasn't received. How can I apply for a refund?

I thought I found a bargain and bought an item that was never posted to me.  As I wasn't logged in I don't know how to claim my refund.

Why would you buy as a guest when you have an account? If you paid via PayPal, see if you can open an item not received case there.
