an item i ordered didnt arrive i received a refund. quite a while later it arrived. AUSTRALIA POST at fault not seller. as case closed not allowed to refund seller .not fair not sellers fault. wat can i do

You should be able to reverse the refund in PayPal. If not,contact the seller and let them know the item has finally arrived and you would like to pay for it again. They should be able to send an invoice from PayPal.
Good on you for being honest! So many aren't.
