Are you asking as a buyer or a seller?
Paymate is more expensive for sellers than paypal.
Buyers do not like it as they are limited in the number of claims they can make and they have to pay to use the facility.
I used it once many years ago as a buyer and it was too complicated for me ever to bother with it again (although I must admit that was before it was an ebay recommended payment method, but it was still allowed)

It does not cost buyers anything to use now that it is recommended by ebay although it did back when I used it....a US$10 item ended up costing me US$25 by the time I got through paying.
But I am pretty sure the buyer has to pay to make a claim still...and there is a kimit to number of claims you can make.

Board furphy.... paymate buyer protection claims do not cost the buyer anything. Buyer prortection claims are limited just as
paypal buyer protection policy claims may be limited
Here is the link to the clause that allows paypal to limit or exclude buyers from BPP claims

Exclusions
S16.1 If we reasonably determine, having considered all the relevant circumstances, that you have made an excessive or unreasonable number of claims, Reversals or Chargebacks, we may exclude you from the PayPal Buyer Protection Policy and deny all open and future claims, or take any other actions pursuant to this Agreement.
We will notify you if you are excluded.
